Charles "Chip" Lemon is
a 12-year veteran of law enforcement. He has served
with the Minnesota State Patrol, currently serving in
the Duluth District. Chip is currently working
on active enforcement of impaired drivers from both
alcohol and other drugs. Chip also is Coordinator
and Lead Instructor for the Standardized Field Sobriety
and Drugs That Impair Training for Hibbing Community
College, Fond du Lac Tribal College, Mankato College,
Brainerd College, and Worthington College. As
Coordinator, Chip is in charge of class scheduling and
preparations as well as all on-site teaching.
He also oversees the teaching of five other instructors.
In addition, Chip currently teaches a 3
credit college level class, Seeking Careers in Criminal
Justice, for Fond du Lac Tribal and Community College.
He has been an instructor at the college since 2001.
Chip was voted "Instructor of the Year" by
the law enforcement students of Fond du Lac Tribal and
Community College in 2004.
Prior to becoming a Minnesota State Trooper, Chip was
involved in his family's restaurant and bar businesses.
Chip was considered one of the top manager/bartenders
in the businesses. Chip was active in the bar
business for nine years before becoming a state trooper.
Chip received specialized training in the bar industry
during those nine years.
Chip completed his Associate of Science at Hibbing Community
College and was hired by the state patrol in 1994.
He started in the Bloomington area, (south of Minneapolis),
rotating days and afternoons. Chip transferred
to the night shift in 1995. While on night shift
his main focus was on active enforcement of impaired
drivers. In 1996, Chip was requested to go through
the Drug Recognition Expert course due to the numerous
impaired driving arrests he had made. By the end
of 1996 he was asked to be a Drug Recognition Expert
Instructor.
Chip formerly coordinated the Drug and Alcohol Training
for the Minnesota State Patrol recruit candidate school
for over four years. Chip is considered one of
the premier instructors in his field. As a Drug
Recognition/Standardized Field Sobriety Instructor,
he has trained over 1000 law enforcement officers and
over 1500 law enforcement skills students. Chip
continues to instruct Drug Recognition and Impaired
Driving Training for numerous departments throughout
Minnesota and is often requested by name.
Due to the overwhelming demand for Drug Recognition
education in the public and private sectors, Chip became
a partner with Corporate Drug and Alcohol Specialists
Incorporated, specializing in educating business on
signs and symptoms of drug influence. To date,
Chip and his partners have presented educational programs
to hundreds of personnel in multitude of fields, including
education, transportation, communication, counseling,
medical, liquor, hospitality, law enforcement, corrections,
probation, insurance, and casinos. Today, they
continue to address America's drug problem through Recognizing
the drug Impaired, "Last Call" Beverage Server
Education, and Hospitality Crime Prevention programs.
